L5101:LAPD_TX_SABME
This measurement provides the number of SABME frames that the BTS L2 sends on LAPD Link.
The SABME frame is sent to request for link setup.
During the startup and normal operation of the BSC, the BTS does not initiate a link setup request or send SABME frames to the BSC. If the LAPD status is converted to multi-frame (Multi_I) setup, the BTS may send SABME frames to the BSC.
If the physical uplink is disrupted, the measurement result cannot be sent to the BSC and the value of this counter does not increase.

This counter is measured when the BTS L2 sends an SAMBE frame on LAPD Link.
