L5104:LAPD_RX_REJ
This measurement provides the number of REJ frames that the BTS L2 receives on LAPD Link.
The REJ frame is a monitoring frame, which means that the received I frame (information frame) is rejected. The REJ frame contains the serial number of the expected I frame.
I frames are numbered in sequence. The BTS L2 has records for received and sent I frames.
Normally, the value of this counter should be 0. If the BSC receives an I frame with an unexpected number, it sends a REJ frame to the BTS, and this counter is incremented by 1.
If the physical uplink is disrupted, the measurement result cannot be sent to the BSC and the value of this counter does not increase.

This counter is measured when the BTS L2 sends a REJ frame on LAPD Link.
