This measurement provides the number of frames that the BTS LAPD Link receives whose numbers are different from those of the to-be-sent frames.
The RR frames, RNR frames, REJ frames, and I frames sent from the BSC to the BTS contain the numbers of the to-be-sent I frames. The BTS records the number range of the to-be-sent I frames. If the received I frame number is not within the range, this number is considered incorrect, and this counter is incremented by 1.
If the physical uplink is disrupted, the measurement result cannot be sent to the BSC, and the value of this counter does not increase.

This counter is measured when the BTS L2 receives LAPD Link frames whose numbers are different from those of the to-be-sent frames.
