The requests sent from L3 consist of the messages that need or need not be confirmed. The former are transferred in L2 I frames and the latter are transferred in L2 UI frames.
When the BTS L2 sends the to-be-confirmed messages through I frames, it puts the I frames in a message queue and sends them in sequence.
If too many messages are to be sent within a short period of time by L3, the message queue overflows, messages are lost, and this counter is incremented by 1.
If the physical uplink is disrupted, the measurement result cannot be sent to the BSC, and the value of this counter does not increase.

This counter is measured when the message queue of I frames sent by the BTS L2 on LAPD Link overflows.
This is an original counter without involving any formula.
