The L3 messages are sent through L2 to L1. Then L1 sends the messages in the form of physical frames. If the received frame contains incorrect bytes, this frame is discarded, and this counter is incremented by 1.
If the physical uplink is disrupted, the measurement result cannot be sent to the BSC, and the value of this counter does not increase.

This counter is measured when the BTS L1 receives frames containing byte errors.
This is an original counter without involving any formula.
