The L3 messages are sent through L2 to L1. Then L1 sends the messages in the form of physical frames. If the received frame contains the discarded series, the frame is discarded, and this counter is incremented by 1.
If the physical uplink is disrupted, the measurement result cannot be sent to the BSC, and the value of this counter does not increase.
