The L3 messages are sent through L2 to L1. Then L1 sends the messages in the form of physical frames. If L1 receives a frame containing CRC errors, the frame is discarded, and the counter is incremented by 1.
If the physical uplink is disrupted, the measurement result cannot be sent to the BSC, and the value of this counter does not increase.
