The BTS receives physical frames through L1, and then puts them in the queue from L1 to L2. If large amount of information is received within a short period of time, the message queue overflows, messages are lost, and this counter is incremented by 1.
If the physical uplink is disrupted, the measurement result cannot be sent to the BSC, and the value of this counter does not increase.

This counter is measured when the message queue from BTS OML L1 to L2 overflows.
