Description
This measurement provides the number of transfer inhibition messages that the MTP3 receives.
If the MSC cannot reach a DSP, it sends the transfer inhibition message to the MTP3.

Measurement Point
The measurement point is on the BSC side, as shown in the figure.
This counter is incremented by 1 when the MTP3 receives a transfer inhibition message from the remote end.
