This measurement provides the maximum downlink rate at the LLC layer of GPRS users in a granularity period.

Each time the service transmission is complete on the downlink TBF of GPRS users, the transmission rate of LLC PDUs is calculated. The transmission rate is equal to the number of transmitted bytes divided by the transmission duration. In a granularity period, the maximum transmission rate that is calculated each time is taken as the maximum throughput of downlink GPRS users LLC PDU.
