L9603: BC_TRAN_DISCARD_FR
This measurement provides the number of frames discarded on the BC in a granularity period. If the value of the counter increases, you can infer that the BC is overloaded or error frames are sent to the BC. After the BC is configured, this counter can be measured.

In a granularity period, when the BSC sends an uplink frame or receives a downlink frame, the counter is incremented by one every time a frame is discarded because of unavailable frame routing or queue overflow.
