This measurement provides the number of BLOCK messages sent from the BSC to the SGSN in a granularity period. The BSC sends a BLOCK message to the SGSN under one of the following conditions:
The physical links on some Gb interfaces of the NSE are faulty.
The NSVC is blocked through the OM system.
The data configuration of the NSVC on the BSC side is not consistent with that on the SGSN side.
The status of the BSC is not consistent with that of the SGSN.
The reset is initiated when the Gb interface is blocked.

In a granularity period, the counter is incremented by one every time the BSC sends an NSVC BLOCK REQ message on an NSVC to the SGSN (see measurement point A in Figure 1).
