After seizing the SDCCH, the MS reports a measurement report to the BSC every 470 ms. After seizing the TCH, the MS reports a measurement report to the BSC every 480 ms. If measurement reports are not received by the BSC for a period (five minutes by default), the BSC considers that call drops occur on the Um interface. If the MS is in the BSC local switch state, the BSC measures this counter.
