After an MS seizes a channel, the call is in the BSC local switch state. If the release procedure is initiated because of Abis Terrestrial Link Failure, the BSC measures this counter.

If an Abis terrestrial link failure is detected in the BSC, the BSC regards it as a call drop. The release procedure is started. If the MS is detected in the BSC local switch state, this counter is measured.
