After a call is in the BSC handover state, the BSC loopback recovery procedure is started because of service requirements. This measurement provides the number of call drops due to various reasons (including the TC resource request failure, the failure to establish the transmission channel between the Ater interface and the Abis interface, and other reasons) during the loopback recovery procedure.
