After seizing the SDCCH, the MS reports a measurement report to the BSC every 470 ms. After seizing the TCH, the MS reports a measurement report to the BSC every 480 ms. If measurement reports are not received by the BSC for a period (five minutes by default), the BSC considers that call drops occur on the Um interface. If the MS is in the BTS local switch state, the BSC measures this counter.

If measurement reports are not received by the BSC for a period, the BSC considers that the MS incurs call drops. The release procedure should be started. If the MS is detected in the BTS local switch state, this counter is measured.
