After seizing a channel, the MS is in the BTS local switch state. If the release procedure is initiated due to the internal fault of the BSC, this measurement provides the number of call drops related to Equipment Failures.

If the BSC incurs an internal fault, the BSC regards it as a call drop. The release procedure is started. If the MS is detected in the BTS local switch state, this counter is measured.
