P3415: CELL_ICB_DUR
The measurement provides the duration of the BTS using the ICB function.

This measurement is triggered once the ICB function is enabled in the BTS, which then sends the measurement result to the BSC through the DSP Record or Rc Stat Report message over the RSL. If the BSC receives the DSP Record or Rc Stat Report message that carries the ICB Stat information element, this counter value increases.
