When the main Broadcast Control Channels (BCCHs) of all the cells under the BTS are faulty, the BTS is considered to be out of service and the duration is measured.

This counter is measured when the BSC detects faults in the main BCCHs of all the cells under one BTS.
In some occasions, this counter may have an error of five seconds (the sampling period).
This is an original counter without involving any formula.
