This counter is used to measure the channel assignment failures due to busy or unconfigured channels when the BSC assigns the SDCCHs in the immediate assignment procedure.

In the immediate assignment procedure, this counter is measured in either of the following cases:

The assignment fails when the SDCCH assignment is requested in the following mechanisms:

SDCCH preferred, and then TCHF

SDCCH preferred, and then TCHF or TCHH

TCHF preferred, and then SDCCH

TCHF or TCHH preferred, and then SDCCH

The preferential selection of SDCCH succeeds but the channel is not SDCCH.
