This counter is used to measure the channel assignment failures due to busy or unconfigured channels when the BSC assigns the SDCCHs in the incoming internal inter-cell handover procedure.

In the incoming internal inter-cell handover procedure, this counter is measured in either of the following cases:
The assignment fails when the SDCCH assignment is requested in the following mechanisms:
SDCCH preferred, and then TCHF
TCHF preferred, and then SDCCH
The preferential selection of SDCCH succeeds but the channel is not SDCCH.
