The previous counters are used to measure the times that there are no corresponding channels available for assignment in the incoming external inter-cell handover procedure when the requested channel type is of the following:
TCHF or TCHH
Channel whose preferential selection is TCHF or TCHH
Integer number or integer.
In the incoming external inter-cell handover procedure, this counters are measured in either of the following cases:
The assignment fails when the requested channel type is of the following:
TCHF or TCHH
Channel whose type is related to TCHF or TCHH
Channel whose preferential selection is TCHF or TCHH
The assignment succeeds but the channel is not the requested one.
