Description

This counter is used to measure the channel assignment failures due to busy or unconfigured channels when the BSC assigns the TCHHs in the immediate assignment procedure.

Measurement Point

In the immediate assignment procedure, this counter is measured in either of the following cases:

The assignment fails when the assignment of TCHH, TCHF or TCHH is requested in the following mechanisms:

SDCCH preferred, and then TCHF or TCHH

TCHF or TCHH preferred, and then SDCCH

The preferential selection of TCHH succeeds but the channel is not TCHH.
