R3130:CELL_QUEUE_LIST_MAX_LEN
This counter is used to measure the maximum length of the queue in a cell. It shows the busy state of the services in a cell in busy hours. The BSC compares the peak values of queues during channel assignment at the sampling point and then records the values.

The BSC periodically obtains the length of the queue in the measured cell at the sampling point in a granularity period. If the obtained length is greater than the latest maximum queue length saved in the same granularity period, the BSC uses the obtained value to overwrite the latest value.
