R3151A: CELL_SUB_TS_REQ_SUCC_TIMES_FREE_TS
The prerequisite for this counter is that the PCU requests the BSC to assign additional sub-timeslots. The BSC successfully assigns the sub-timeslots and the sub-timeslots are fixed idle timeslots. This counter is used to measure the number of successful additions of fixed idle timeslots.
