This measurement provides the number of failures that the BSC allocates sub-timeslots to the PCU upon its request, the cause being BTS DSP limitation.

When the BSC supports dynamic allocation of Abis resources and that the PCU requests the BSC to allocate sub-timeslots, if the BSC allocation fails due to BTS DSP limitation, this counter is incremented by one.
