The counters are used to measure the number of TCH assignment requests of a concentric cell in the incoming internal inter-cell handover procedure. The measurements are based on the requirement for the attributes of the concentric cell.
The previous counters show the utilization of the underlaid subcell and overlaid subcell of a concentric cell. If the ratio of assignment overflows to assignment requests is high, the underlaid subcell or the overlaid subcell is congested. The traffic load of the underlaid subcell and that of the overlaid subcell should be regulated.
