When assigning the SDCCHs, the BSC starts to convert a TCH to a SDCCH if the following conditions are met:
Dynamic adjustment of SDCCH is allowed.
Number of the idle SDCCHs in the current cell is smaller than the set threshold on the LMT.
If the adjusted TCH is idle, the dynamic conversion from TCH to SDCCH is immediately originated. If the adjusted TCH is not idle, the call that seizes the current TCH is handed over to another channel. Then the dynamic adjustment is originated.

When the BSC originates the dynamic adjustment from TCH to SDCCH, this counter is measured.
