Because the number of the initially configured TCHFs and TCHHs cannot meet the actual traffic requirements, the BSC enables the TCHFs to be adjusted to TCHHs in certain conditions. The initially configured dynamic PDCHs are not involved in the adjustment of TCHHs.
In certain conditions, the initially configured TCHFs can be adjusted to TCHHs and the corresponding TCHHs can be adjusted to TCHFs.
The trigger conditions of the adjustment from TCHFs to TCHHs during channel assignment are as follows:
The system allows the dynamic data adjustment.
The requested type of channels is TCHH, but there is no qualified TCHH available.
There is qualified idle TCHF.
The adjustment procedure is as follows:
Select a TCHF available for adjustment. For concentric cells, select the idle channels on the TRXs in the underlaid subcell as adjustable channels. If there are no channels available for adjustment, the adjustment fails.
Convert the channel type and update the channel resources. Then perform configurations on the channels under the BTS. When the conversion of the channel type is complete, the BTS sends a status change report to the BSC.
If the channel is available, the idle TCHH converted by the BSC can be used for channel assignment. The channel adjustment is complete and a TCHF is adjusted to two TCHHs.

This counter is measured if the one of the following conditions is met:
The adjustment from TCHFs to TCHHs is triggered.
The BSC receives a channel status change report from the BTS.
The BTS notifies to the BSC that the channel is available after the adjustment.
