The previous counters are used to measure the maximum number of busy SDCCHs, busy TCHFs, and busy TCHHs configured in a cell under the BSC. At the sampling points of the channel assignment measurement, the system records the maximum number of busy SDCCHs, busy TCHFs, and busy TCHHs through comparisons.
