Description

If the main BCCH of a cell is faulty, this cell is considered to be out of service. This measurement provides the cell out-of-service duration.

Measurement Point

This counter is measured when the BSC detects that the main BCCH of a cell is faulty.

In some occasions, this counter may have an error of five seconds (the sampling period).
