A handover is initiated in the stable BTS loopback state (BTS loopback is successful and the calling and called MSs are in loopback state). After the handover is complete, the BSC loopback procedure is restarted. The loopback, however, fails because of various reasons. This measurement provides the number of BSC loopback failures.

A handover is initiated when the calling and called MSs are in the stable BTS loopback state. After the handover is complete, the BSC loopback procedure is restarted. In other words, the loopback start conditions are determined, the BSC local switch call detection is performed, and the BSC loopback start request message is sent. The loopback, however, fails because of various reasons (No Loopback Policy Available, Invalid State, Failures on the BTS Side, Territorial Resource Request Failure, Timer Expired, Not Support by the BTS, and other causes). In this case, this counter is measured in the cell where the loopback is initiated after the handover.
