This measurement provides the successful assignments of SDCCH, TCHF, or TCHH in the immediate assignment procedure. In the immediate assignment procedure, the BSC assigns channels after receiving the CHAN RQD message from the BTS. If the BSC successfully assigns the channel resources, the counter is measured based on different channel types before the BSC delivers the CHAN ACT message to the BTS.
The counter is used to measure the times that the BSC radio resource management module successfully searches an idle SDCCH in the channel resource table after receiving the request for SDCCHs. The number of the times includes the number of successful preemptions of SDCCHs. Then, the BSC sends the CHAN ACT message to the BTS to activate the SDCCH.

As shown in Figure 1A, the previous counters are measured before the BSC sends the CHAN ACT message to the BTS if the following conditions are met:
The BSC receives the CHAN RQD message.
The requested channels are successfully assigned.
In the immediate assignment procedure, the counter is measured if the BSC radio resource management module successfully searches or preempts an idle SDCCH in the channel resource table.
