In the SDCCH handover procedure, the BSC activates a channel in the target cell, receives a CHANNEL ACTIVATION ACKNOWLEDGE message, and then sends an HO CMD message through the source cell to the MS. At this time, the counter R4430A "Attempted Handovers (SDCCH)" is incremented by one for the TRX where the SDCCH of the target cell resides.
In the TCH handover procedure, the BSC sends an HO CMD message through the source cell to the MS after receiving a CHANNEL ACTIVATION ACKNOWLEDGE message from the target cell. At this time, the counter R4439A "Attempted Handovers (TCH)" is incremented by one for the TRX where the SDCCH of the target cell resides.

The two counters are involved in the Intra-Cell Handover Measurement, Incoming Internal Inter-Cell Handover Measurement, Incoming External Inter-Cell Handover Measurement, and Incoming Inter-RAT Inter-Cell Handover Measurement.
