This measurement provides the out-of-service duration of the TRX.
The TRX is considered out of service when all the channels on the TRX cannot provide services.

This counter is measured when the BSC detects that none of the TCHs are available.
In some occasions, this counter may have an error of five seconds (the sampling period).
This is an original counter without involving any formula.
