R9006: CHAN_BLOCK_FROM_BSC
This measurement counter provides the number of packet channel block tasks initiated by the BSC in a cell in a granularity period.
Integer number or integer.
Each time the BSC initiates a packet channel block task, the counter is incremented by one.
This is an original counter without involving any formula.
