This measurement provides the number of times that the PDCH successfully applies for the 16 kbit/s Abis bandwidth in a cell.

When the Abis interface is in IP or HDLC connection mode, the bandwidth application or release may be initiated to support the adjustment of the PDCH coding scheme if the PDCH coding scheme is adjusted. Each time the PDCH successfully applies for the 16 kbit/s bandwidth for the adjustment of the PDCH coding scheme, the counter is incremented by one.
