This measurement provides the number of unsuccessful applications for the Abis timeslots because of insufficient idle timeslots at the BTS.

In Abis over TDM mode, the bandwidth application may be initiated when the PDCH coding scheme is adjusted. Each time the application attempt fails because of insufficient idle timeslots, the counter is incremented by one.
This is an original counter without involving any formula.
