This measurement provides the number of valid RLC/MAC data blocks received by the BSC on the uplink PDTCH/PACCH in a granularity period.

In a granularity period, the number of RLC data blocks received on uplink PDTCH/PACCH is incremented by one when an RLC/MAC data block (including the dummy block sent by the MS during the inactive period of the extended uplink TBF) or an access burst is received by the BSC on the uplink PDTCH/PACCH.
This is an original counter without involving any formula.
