This measurement provides the number of valid RLC/MAC data blocks (excluding the downlink dummy data blocks) sent by the BSC on the downlink PDTCH/PACCH in a granularity period.

In a granularity period, the number of RLC data blocks sent on downlink PDTCH/PACCH is incremented by one when the BSC sends an RLC/MAC data block (excluding the dummy data block) on the downlink PDTCH/PACCH.
