This measurement provides the number of available RLC/MAC data blocks and access bursts that can be received by the BSC on the uplink PDTCH/PACCH in a granularity period.

In a granularity period, the total number of uplink PDTCH/PACCH blocks is incremented by one per 20 ms for each available PDCH.
