This measurement provides the number of all available RLC/MAC data blocks that can be sent by the BSC on the downlink PDTCH/PACCH in a granularity period.

In a granularity period, the total number of downlink PDTCH/PACCH blocks is incremented by one per 20 ms for each available PDCH.
This is an original counter without involving any formula.
