R9304: MAX_AVAIL_PDCH
This measurement provides the maximum number of available PDCHs in a cell in a granularity period. The higher the number is, the more channels can be used for the PS services.

In a granularity period, the number of available PDCHs in a cell is sampled periodically and the maximum sampled value is used as the value of the counter.
This is an original counter without involving any formula.
