This measurement provides the total number of sampled PDCHs in a cell occupied by uplink TBF in a granularity period.

In a granularity period, the number of sampled PDCHs occupied by uplink TBF in a cell is measured every five seconds and is accumulated to the counter.
This is an original counter without involving any formula.
