This measurement provides the minimum number of PDCHs occupied by the TBF on a DSP in a granularity period.

In a granularity period, the number of PDCHs occupied by the TBF on a DSP is sampled every five seconds and the minimum sampled value is used as the value of the counter.
This is an original counter without involving any formula.
