The incoming external inter-cell handover may fail due to various reasons.
This measurement provides the total number of failed incoming external inter-cell handovers initiated by the BSC. The measurement is performed in the target cell and covers failed handovers on the SDCCH and the TCH. In addition, the frequency band of the originating cell can be DCS1800 or PCS1900, and the frequency band of the target cell can be GSM900, GSM900&DCS1800, GSM850, GSM850&DCS1800, or GSM850&PCS1900.
