RH3036F: CELL_INTERBSC_OUT_CELL_HO_FAIL_TIMES_1800_900
The outgoing external inter-cell handover may fail due to various reasons. This measurement provides the total number of failed outgoing external inter-cell handovers initiated by the BSC. The measurement is performed in the originating cell and covers the failed handovers on the SDCCH, the TCHF and the TCHH. The measurement also involves directed retry handovers and handovers excluding directed retry. In addition, the frequency band of the originating cell can be DCS1800 or PCS1900, and the frequency band of the target cell can be GSM900, GSM900&DCS1800, GSM850, GSM850&DCS1800, or GSM850&PCS1900.
