RM3172: CELL_TRAF_CH_CALL_DROPS_HO_FAIL_TCHF
This measurement provides the number of times the timer for the target cell waiting for the handover completion expires when the MS, after seizing a traffic channel (TCHF) and receiving an HO CMD message from the BSC, fails to access the target cell due to various causes on the Um interface, or provides the number of times the timer for the originating cell waiting for the handover completion expires when the MS fails to return to the original channel.
