RR9203: CELL_RADIO_PDCH_AVG_USE_RATE
This measurement provides the average utilization of PDCHs in a cell in a granularity period. In the predefined service model, if this measurement result is greater than the value specified by the service model, you can infer that the number of PDCHs cannot meet the requirements of PS services. The number of static PDCHs should be increased or Maximum Ratio Threshold of PDCHs is set to a higher value to trigger more dynamic PDCH conversions.

In a granularity period, Average PDCH Utilization (%) is calculated on the basis of Number of RLC Data Blocks Used on PDCH and Total Number of RLC Data Blocks on PDCH.
