RS327A:CELL_TIME_WHEN_MAX_UP_PWR_AVR provides the ratio of the Duration of Maximum Uplink Power to the Number of Power Control Messages in a granularity period. Great value of this counter suggests low rank of the uplink receive level or improper settings of power control parameters.
